Music itself cannot be legal or ilegal, it may be the way to get it what could be defined that way. Then “legal music” would be the one who does respect the legal framework in a given jurisdiction in the way of getting it.

In terms of quality, legal music is just the music you like ;)

I love copyleft for music, and, in the other hand, I believe services must be paid by those who really enjoy them. Unless, of course, someone is happy to provide them for free to some extent (like in copyleft).

As a frustrated former musician, I do believe getting paid for selling plastic is something that won’t come back again fortunately and it will be better of for musicians themselves at the end of the day. Personally I would be happy to pay what I an afford and a right place for platform with a great service and to reward musician so they can continue with their job.
